Efficiency Effects of Inter–Government Financial Transfers in Australia

Abstract: This article provides estimates of efficiency effects of changes in Commonwealth–State funding arrangements. These estimates allow for flypaper effects and interstate factor mobility, and take account of State endowment and cost differences.
