Abstract: “Problems of economic planning seem to acquire a resemblance to the problems of military strategy, where in practice the choice lies between a relatively small number of plans, which have in the main to be treated and chosen between as organic wholes, and which for a variety of reasons do not easily permit of intermediate combinations.”
