New Deal or Same Old Shuffle? The Distribution of New Deal Dollars Across Alabama

Abstract: This paper examines the distribution of New Deal expenditures within the state of Alabama. Previous literature ignored within‐state politics of distribution, focusing on the larger issue of distribution between states. Using previously unexploited county‐level data, our results indicate that those counties whose residents enjoyed higher incomes received larger appropriations than residents of lower‐income counties. In addition, evidence is presented that suggests that Alabama’s politicians’ desire for re‐election helped to shape how dollars were allocated within the state.
