Agri‐Environment Scheme Design: Past Lessons and Future Suggestions

Abstract: This article summarises the views of a panel of experts from the areas of agricultural economics, ecology, agri‐environmental policy and agricultural extension who were bought together for a novel workshop on agri‐environment schemes conducted at the Agricultural Economics Society's 91st Annual Conference. The panel discussed the past, present and future of European Union agri‐environment schemes with emphasis on the movement from top‐down action‐based schemes to participatory‐partnership results‐based schemes. Pierre Dupraz, an expert in economic evaluations of agri‐environment schemes, pointed out past issues of agri‐environment schemes including the conflicting objectives and the growing complexity. James Moran, an ecologist who has been involved in the design of results‐based schemes, identified the importance of designing schemes that are adaptable and incentivise farmers to improve. Ronan O'Flaherty, a senior policymaker involved in new scheme design in Ireland, shone a light on the policy behind agri‐environment schemes and the importance of stakeholder buy‐in. Pat Murphy, a knowledge transfer specialist involved in the implementation of agri‐environment schemes, discussed the importance that knowledge transfer must play in the future of agri‐environment schemes. Together the speakers identified the challenges faced in designing and implementing agri‐environment schemes that improve environmental outcomes whether they be action or results‐based. Cet article résume les opinions d'un panel d'experts des domaines de l’économie agricole, de l’écologie, de la politique agroenvironnementale et de la vulgarisation agricole, réunis pour un atelier innovant sur les programmes agroenvironnementaux, organisé lors de la 91ème conférence annuelle de l’Agricultural Economics Society. Le panel a débattu du passé, du présent et de l'avenir des programmes agroenvironnementaux de l'Union européenne en mettant l'accent sur le passage de programmes orientés de haut en bas et fondés sur un changement d'action à des programmes conçus en partenariat participatif et axés sur des résultats. Pierre Dupraz, expert de l’évaluation économique des programmes agroenvironnementaux, a souligné leurs problèmes dans le passé, y compris les objectifs contradictoires et la complexité croissante. James Moran, un écologue qui a été impliqué dans la conception de programmes basés sur les résultats, a souligné l'importance de concevoir des programmes adaptables et incitant les agriculteurs à s'améliorer. Ronan O'Flaherty, un haut responsable de l'action publique impliqué dans la conception de nouveaux programmes en Irlande, a mis en lumière la politique qui sous‐tend les programmes agroenvironnementaux et l'importance de l'adhésion des parties prenantes. Der vorliegende Artikel fasst die Ergebnisse eines neuartigen Workshops zu Agrarumweltmaßnahmen zusammen, welcher im Rahmen der 91. Jahrestagung der Agricultural Economics Society stattfand und an dem Experten aus den Bereichen Agrarökonomie, Ökologie, Agrarumweltpolitik und landwirtschaftlicher Beratungsdienste teilnahmen. Die Experten diskutierten über die Vergangenheit, Gegenwart und Zukunft der EU‐Agrarumweltmaßnahmen. Im Fokus stand dabei der Übergang von handlungsorientierten Top‐down‐Ansätzen zu ergebnisorientierten partizipativ‐partnerschaftlichen Ansätzen. Pierre Dupraz, ein Experte für die ökonomische Bewertung von Agrarumweltmaßnahmen, verwies auf die bisherigen Probleme der Maßnahmen einschließlich sich widersprechender Zielsetzungen und der zunehmenden Komplexität. James Moran, ein Ökologe, der an der Ausgestaltung ergebnisorientierter Maßnahmen beteiligt war, zeigte auf, wie wichtig es ist, flexible Maßnahmen zu entwerfen, die anpassungsfähig sind und den Landwirten Anreize zur Verbesserung bieten. Ronan O'Flaherty, ein ranghoher politischer Entscheidungsträger, der in die Entwicklung neuer Maßnahmen in Irland eingebunden war, erläuterte die politischen Hintergründe von Agrarumweltmaßnahmen und die Bedeutung der Einbeziehung von Interessengruppen. Gemeinsam erarbeiteten die Referenten die Herausforderungen bei der Ausgestaltung und Umsetzung von Agrarumweltmaßnahmen, welche, ganz gleich ob sie handlungs‐ oder ergebnisorientiert sind, die umweltbezogenen Ergebnisse verbessern.
