Looking in the Rear‐View Mirror: Changes in the Common Agricultural Policy in the First Five years of EuroChoices

Abstract: In the field of the Common Agricultural Policy (CAP), it was widely expected that the end of the 20th century (and the beginning of the 21st) was going to end quietly. However, when the first issue of EuroChoices appeared in 2001, the CAP was again immersed in profound changes, in ‘a paradox: a CAP reform without budget, WTO or food safety crisis’. The article underlines the different factors, including the key role played by the Commissioner Franz Fischler, which explain the radical changes in the CAP which took place in the first years of this century. Fischler’s mandate marked several steps in the advancement of the modernisation of the CAP and confirmed the road towards its market orientation. The ‘CAP medical check’ promoted by his successor, the Danish Commissioner Marian Fischer‐Boel, deepened the reform process and even extended it to the sugar, milk and wine sectors. The time had then come to tackle more decisively other challenges such as the mitigation and adaptation to climate change, the imbalance in the food chain or the differences in public support to farmers across different European countries. Pour la Politique Agricole Commune (PAC), on s'attendait largement à ce que la fin du 20e siècle (et le début du 21e) se termine tranquillement. Pourtant, lors de la parution du premier numéro d'EuroChoices en 2001, la PAC est à nouveau plongée dans de profondes mutations ‐ « un paradoxe : une réforme sans crise au niveau du budget, de l’OMC ou de la sécurité alimentaire ». L'article souligne les différents facteursqui expliquent les changements radicaux apportés à la PAC dans les premières années de ce siècle, dont le rôle clé joué par le Commissaire Franz Fischler. Son mandat a marqué plusieurs étapes dans l'avancement de la modernisation de la PAC et a confirmé la voie vers son orientation par le marché. Le « bilan de santé de la PAC » promu par son successeur, la Commissaire danoise Marian Fischer‐Boel, a approfondi le processus de réforme et l'a même étendu aux secteurs du sucre, du lait et du vin. Le moment était alors venu de s'attaquer plus résolument à d'autres défis tels que l'atténuation et l'adaptation au changement climatique, le déséquilibre de la chaîne alimentaire ou les différences de soutien public aux agriculteurs dans les différents pays européens. Im Geltungsbereich der Gemeinsamen Agrarpolitik (GAP) bestand die allgemeine Erwartung, dass das 20. Jahrhundert ruhig enden (und das 21. ruhig beginnen) würde. Als jedoch die erste Ausgabe der EuroChoices im Jahr 2001 erschien, befand sich die GAP erneut in einem tiefgreifenden Wandel und in einem „Paradoxon: eine GAP‐Reform ohne Budget, WTO oder Lebensmittelkrise.“ Der vorliegende Artikel beleuchtet die verschiedenen Faktoren – darunter die Schlüsselrolle des Agrarkommissars Franz Fischler – welche die umfassenden Änderungen in der GAP in den ersten Jahren dieses Jahrhunderts erklären. Das Mandat Fischlers trieb die Modernisierung der GAP in mehreren Schritten voran und bekräftigte den Kurs in Richtung Marktorientierung. Der von seiner Nachfolgerin, der dänischen Kommissarin Mariann Fischer Boel, initiierte „GAP‐Gesundheitscheck“ vertiefte den Reformprozess und konnte ihn auch auf die Sektoren Zucker, Milch und Wein ausdehnen. Damit war der Zeitpunkt für ein entschlosseneres Herangehen an andere Herausforderungen gekommen: die Eindämmung des Klimawandels und die Anpassung an seine Folgen, das Ungleichgewicht in der Lebensmittel‐Warenkette oder die Unterschiede in der öffentlichen Förderung der landwirtschaftlichen Betriebe in den verschiedenen europäischen Ländern.
