Fighting Fire with Water: NGOs and Counterterrorism Policy Tools

‘The policy tools of counter-terrorism reflect both the nature of the terrorist group in question and the strategies of the actors that engage in counter-terrorism.’ In this article, Nick Sitter argues that traditionally the tools of counter-terrorism have been law enforcement. With the rise of networked terrorism, however, NGOs may have the requisite tools and capabilities to challenge the terrorist narratives on the ground.
