Organizations seek to interpret their mandates to suit their organizational needs. Because organizations such as EU have an important regulatory component, the EU has incentives to introduce new regulations that consolidate its role as a regulator and as provider of public goods. It might attempt to do so even in the absence of a clear legal, mandate.
