A Note on the Optimal Sampling Fraction in Sampling with a “Non‐Sampling” Cost

Abstract:
The optimal sampling fraction is considered when the total cost of the sample depends not only on the costs of sampling but also on a cost incurred if the population member is not in the sample. The result is intuitively obvious.
