Abstract:
The author, born in 1922, is Honorary Professor of Public Finance at the Heriot‐Watt University, Edinburgh. He previously taught at the London School of Economics, the universities of Edinburgh, York, and Buckingham. He was Vice Chancellor (President) of the University of Buckingham and Chief Economic Adviser at the UK Department of Trade and Industry.
