The local‐level impact of human capital investment within the EU cohesion policy in Poland

Abstract: The goal of this study is to examine the effects of investment in human capital, as funded by EU cohesion policy, on economic development in Poland at the local (LAU 2) level, that is, at the level of municipalities. We found evidence that human capital investment has a positive effect on local revenues. This effect is stronger than what is observed for the assistance programmes not related to human capital. The impact of intervention on migration balance is in turn not significant. We also observed that the effectiveness of the assistance within the cohesion policy depends on existing regional preconditions for development. El objetivo de este estudio es examinar los efectos de la inversión en capital humano, financiada por la política de cohesión de la UE, en el desarrollo económico de Polonia a nivel local (UAL 2), es decir, a nivel de municipios. Se encontraron pruebas de que la inversión en capital humano tiene un efecto positivo en los ingresos locales. Este efecto es más fuerte que el observado para los programas de ayuda no relacionados con el capital humano. A su vez, el impacto de la intervención en el saldo migratorio no es significativo. También se observó que la eficacia de la ayuda en el marco de la política de cohesión depende de las condiciones regionales existentes previas al desarrollo. 本稿では、EUの結束政策によって提供される人的資本への投資が、ポーランドの地方レベル(LAU2)、すなわち地方自治体レベルにおける経済発展に及ぼす影響を調べる。人的資本への投資が地域の歳入にプラスの影響を与えることを示すエビデンスが得られた。この影響は人的資本には関連のない援助プログラムの影響よりも強いものである。移動バランスに対する介入の影響は大きくはない。また、結束政策による援助の有効性は、地域の既存の開発のための前提条件に依存していることが認められる。
