THE ISSUE OF URBAN DECLINE RECONSIDERED: IS IT POPULATION RELATED OR JOB RELATED?

Abstract: ABSTRACT Since urban decline has been analysed mainly through population changes in cities, it now seems more relevant to focus on the economic base of cities and their evolution. Urban areas have to be observed in relation to their economic structure whose development is determined by their previous structure and their capacity to adopt new forms of organisation, new technologies and functions. The point is not the general decline in urbanization growth which can be explained by tendcncial and cyclical elements, but the differentiated capacity of cities to attact new activities and to perform new functions adjusted to the needs of the present mode of production.
