Do local subsidies to firms create jobs? Counterfactual evaluation of an Italian regional experience

Abstract: A counterfactual analysis is performed to evaluate the impact on employment of four programmes providing financial incentives to firms in Lombardy (Italy) between 2008 and 2013. While linear estimates suggest that the programmes have positive effects on short‐run employment growth when incentives are sufficiently high, a non‐parametric analysis shows that the policy is, on the whole, ineffective and that the results in linear models are due to small groups of outliers, which received very high subsidies. Data allow for a short run analysis only, but the results cast some doubts on the policy effectiveness also in a medium‐long run perspective. Se realizó un análisis contrafactual para evaluar el impacto en el empleo de cuatro programas que proporcionaban incentivos financieros a empresas en Lombardía (Italia) entre 2008 y 2013. Si bien las estimaciones lineales sugieren que los programas tienen efectos positivos en el crecimiento del empleo a corto plazo cuando los incentivos son lo suficientemente altos, un análisis no paramétrico mostró que esta política es, en general, ineficaz y que los resultados de los modelos lineales se deben a pequeños grupos de valores atípicos, que recibieron subsidios muy altos. Los datos solo permiten un análisis a corto plazo, pero los resultados también arrojan dudas sobre la efectividad de esta política a medio y largo plazo. 2008年から2013年の間の、イタリア、ロンバルディア州の企業に報奨金を与える4つのプログラムが雇用に与えるインパクトを、反実仮想分析を用いて評価する。線形推定から、報奨金の金額が十分に高額である場合は、プログラムに短期間の雇用増加に対しする正の効果があることが示唆され、ノンパラメトリック分析からは、この政策には概して効果はなく、線形モデルの結果は、大幅の低下を被った小さなアウトライアー群によるものであることが示された。データの解析は短期間の解析のみ可能であるが、結果からは政策の有効性と中長期的な見通しに対する疑問が伺える。
