Low‐skill jobs and routine tasks specialization: New insights from Italian provinces

Abstract: This paper analyses the relationship between the specialization in routine tasks and the growth of low‐skill jobs in Italian provinces. At this aim, we use data of the Italian Labour Force survey and map the US information on tasks content by occupation into a detailed (3 digit) classification of Italian occupations. We find two main results. First, the degree of specialization in routine‐tasks has a positive effect on the growth of low‐skill jobs at province level. Second, the local specialization in routine tasks favours the growth of the graduated workers employed in low‐skill jobs and, then, the over‐education pattern in Italy. Finally, our findings are robust to spatial heterogeneity and endogeneity issues. En este artículo se analiza la relación entre la especialización en tareas rutinarias y el crecimiento de los empleos de baja calificación en las provincias italianas. Con este objetivo, se utilizan datos de la encuesta sobre la fuerza laboral italiana y se asigna la información de US sobre el contenido de las tareas por ocupación en una clasificación detallada (3 dígitos) de las ocupaciones italianas. Se encontraron dos resultados principales. En primer lugar, el grado de especialización en tareas rutinarias tiene un efecto positivo en el crecimiento de los empleos de baja calificación a nivel provincial. En segundo lugar, la especialización local en tareas rutinarias favorece el crecimiento de los trabajadores graduados empleados en trabajos de baja calificación y, además, el del patrón de sobre‐educación en Italia. Por último, los hallazgos del estudio son sólidos en cuanto a la heterogeneidad espacial y los problemas de endogeneidad. 本稿では、イタリアの県におけるルーチンタスクの特化と低技能職の増加の関連性を分析する。その方法として、イタリアの労働力調査のデータを使用して、職業別の仕事内容に関する米国の情報を、イタリアの詳細な(3桁の)職業分類に当てはめる。主に2つの知見が得られた。1つは、ルーチンタスクの特化の程度は、県レベルで低技能職の増加にプラスの影響を与えていることである。もう1つは地域におけるルーチンタスクの特化は、低技能職に従事する大卒者の増加に有利に作用しているが、すなわち、イタリアにおける教育過剰のパターンを後押ししている。本研究の知見は、空間的異質性と内生性に関する問題に対して頑健である。
