Food insecurity and nutrition index: Disaggregation and evidence for Brazilian states

Abstract: Food security and nutrition is a multidimensional theme consisting of three pillars: food access, availability, and sufficiency. Given food security and nutrition's extent, its measures are usually limited. To address these limitations, this paper proposes the creation of a disaggregated food insecurity index for Brazilian states, with the three dimensions in mind. The results show that while food availability elevates the average of the index, the sufficiency still is a problem. Even though the distribution of and access to food in Brazil has increased in the last years, it was not combined with policies that guarantee its safety and quality, reinforcing the need for specific interventions considering regional particularities. La seguridad alimentaria y la nutrición es un tema multidimensional que consta de tres pilares: el acceso a los alimentos, la disponibilidad y la suficiencia. Dado el alcance de la seguridad alimentaria y la nutrición, sus medidas suelen ser limitadas. Para hacer frente a estas limitaciones, este artículo propone la creación de un índice desagregado de inseguridad alimentaria para los estados de Brasil, teniendo en cuenta estas tres dimensiones. Los resultados muestran que, si bien la disponibilidad de alimentos eleva el promedio del índice, la suficiencia sigue siendo un problema. Aunque la distribución y el acceso a los alimentos en el Brasil ha aumentado en los últimos años, no se han combinado con políticas que garanticen su inocuidad para la salud y su calidad, lo que aumenta la necesidad de intervenciones específicas que tengan en cuenta las particularidades regionales. 食料品の安定確保と栄養状態は、食料品へのアクセス(食料品入手の利便性)、アベイラビリティ(入手可能性)、サフィシエンシー(充足性)の3つの柱からなる多面的な課題である。食料品の安定確保と栄養状態の範囲から判断すると、その対策方法には大抵は限界がある。この限界に対処するため、本稿では、3つの課題を念頭に置いて、ブラジルの各州の食料品安定確保指数の作成を提案する。結果から、食料品のアベイラビリティが指数の平均値を引き上げている一方で、サフィシエンシーは依然として問題である。過去数年でブラジルにおける食料品のディストリビューションとアクセスは改善しているが、安全と品質を保証する政策とは関連がなく、地域の特徴を考慮した特定の介入の必要性が高まっている。
