Limits on Economic Development Policy: State‐supported Gambling in Iowa

Abstract: Like other states, Iowa has recently looked to gambling as source of economic development. The turmoil surrounding Prairie Meadows racetrack in Iowa suggests that all gambling ventures are not risk free and that taxpayers may have to assume additional burdens derived from unsuccessful public sector ventures that are initiated in the name of economic development. Principles of participatory governance as well as fiscal prudence seem to have been violated in the rush to construct the first track for horse racing in the state of Iowa.
