Functioning strategies of the research groups' leaders in the context of funding and policy instabilities

Abstract: We explore the strategies implemented by Research Groups' Leaders while coping with unstable contexts, characterized by incoherence and lack of coordination among different policy discourses and instruments, and scarce resources. We focus on a country where these conditions are present: Colombia. In doing so, we study two cases, one in nanotechnology and another one in biomedical engineering. Interviews, focus groups and workshops allowed us to identify and validate strategies grouped in four popular sayings, proper to local idiosyncrasy, highlighting the role of home institutions and principal investigators in facing such situations with resilience and resourcefulness, and even taking advantage of them. We find that Research Groups' Leaders use strategies such as: adapting, balancing agendas and funding sources, networking, and taking advantage of the support programs available at their home institution to continue functioning. These are setting the ground for a further survey which could pretend some generalization. However, policymakers could consider these findings when defining policy instruments or for assessing their effectiveness or impacts. 我们探究了研究团队领导者在应对不稳定情境时实施的策略，这些情境的特点是不同政策话语和工具之间的不连续性和协调的缺乏、以及稀缺的资源。我们聚焦于一个存在这些条件的国家:哥伦比亚。为此，我们研究了两个案例，一个是纳米技术，另一个是生物医学工程。访谈、焦点小组和研讨会使我们能够识别和验证策略，这些策略被分为四种通俗用语，适合当地特质，强调了所在机构和主要研究者在通过韧性和机智来面对这类情况、甚至是利用这类情况时所发挥的作用。我们发现，研究团队领导者使用的策略包括:适应、平衡议程和资金来源、建立工作关系、以及利用其所在机构提供的支持计划来继续运作。这些研究发现为进一步的调查奠定了基础，后者可能得出一些有待检验的归纳。不过，决策者在定义政策工具或评估政策工具的有效性或影响时可以考虑这些发现。 Exploramos las estrategias implementadas por los Líderes de los Grupos de Investigación frente a contextos inestables, caracterizados por la incoherencia y por la falta de coordinación entre los diferentes discursos e instrumentos de política y la escasez de recursos. Nos enfocamos en un país donde estas condiciones están presentes: Colombia. Para ello estudiamos dos casos, uno en nanotecnología y otro en ingeniería biomédica. Las entrevistas, grupos focales y talleres permitieron identificar y validar estrategias agrupadas en cuatro dichos populares, propios de la idiosincrasia local, destacando el papel de las instituciones de origen y de los investigadores principales para enfrentar con resiliencia e ingenio dichas situaciones, e incluso aprovecharlas. Encontramos que los Líderes de los Grupos de Investigación utilizan estrategias como: adaptarse, equilibrar agendas y fuentes de financiamiento, trabajar en red y aprovechar los programas de apoyo disponibles en su institución de origen para continuar funcionando. Estos están sentando las bases para una encuesta adicional que podría pretender cierta generalización. Sin embargo, los formuladores de políticas podrían considerar estos hallazgos al definir instrumentos de política o para evaluar su efectividad o impacto.
