Is it all about the government's early response? A configurational analysis of 27 cases in governing COVID‐19 in China

Abstract:
Governance and policy authors are concerned with the effectiveness of crisis management. In this study, the effectiveness of 27 Chinese provinces in addressing COVID‐19 is examined using the QCA approach. The contribution identifies four pathways for explaining effective crisis management and two for explaining ineffective crisis management. Strong analytical capacity is a relatively critical condition for achieving effective crisis management. This study contributes to the existing governance and policy literature through uncovering the mechanisms underlying effective crisis management. 治理和政策学者关心危机管理的有效性。本研究使用定性比较分析(QCA)方法,检验了中国27个省在应对2019冠状病毒疫情(COVID‐19)中的有效性。文章确定了解释有效危机管理的四种途径和解释低效危机管理的两种途径。强大的分析能力是实现有效危机管理的相对关键的条件。本研究通过揭示有效危机管理背后的机制,为现有的治理和政策文献作贡献。 Los autores de políticas y gobernanza están preocupados por la eficacia de la gestión de crisis. En este estudio, se examina la eficacia de 27 provincias chinas para abordar la COVID‐19 utilizando el enfoque QCA. La contribución identifica cuatro vías para explicar la gestión eficaz de crisis y dos para explicar la gestión ineficaz de crisis. Una capacidad analítica sólida es una condición relativamente crítica para lograr una gestión eficaz de las crisis. Este estudio contribuye a la literatura existente sobre gobernanza y políticas al descubrir los mecanismos subyacentes a la gestión eficaz de crisis.
