Measuring sprawl in the Western Cape Province, South Africa: An urban sprawl index for comparative purposes

Abstract: This research proposes an urban sprawl index as a tool to comparatively analyse the extent of urban sprawl between cities and towns of different sizes, making use of cadastre, land use and population data over time. The Urban Sprawl Index (USI) for the Western Cape put forward by this research will enable the comparative measurement of the extent of urban sprawl proportionately between the Metropolitan and local municipalities in the province and thereby aid in understanding trends in formal and informal development processes, as well as the spatial planning instruments applied to guide development. Esta investigación propone un índice de dispersión urbana como una herramienta para analizar comparativamente la extensión de la dispersión urbana entre ciudades y poblaciones de diferentes tamaños, utilizando el catastro, el uso del suelo y los datos de población a lo largo del tiempo. El Índice de Dispersión Urbana (USI, por sus siglas en inglés) para Cabo Occidental propuesto por esta investigación permitirá comparar la extensión de la dispersión urbana proporcionalmente entre los municipios metropolitanos y los locales en la provincia, y de ese modo ayudará a comprender las tendencias en los procesos de desarrollo formal e informal, así como los instrumentos de planificación espacial aplicados para guiar el desarrollo. 本稿では、地籍、土地利用、人口の経時的データを利用して、スプロール化の進行を規模の異なる都市(city)と町(town)とで比較分析するツールとしてのスプロール化指標を提案する。本稿が提案する西ケープ州のためのスプロール化指標(Urban Sprawl Index:USI)は、スプロール化の進行度を、同州の大都市圏と地方都市間とで均等に比較測定することを可能にし、またそれが、開発を先導するためにとられた空間計画政策だけでなく、定式的および非定式的な開発プロセスのトレンドの理解の助けとなる。
