LEADER 2007–2013: An innovation dependent on local and national institutional arrangements? Some European illustrations

Abstract: The paper shows that the expected positive effects in terms of innovation under the LEADER programme are closely dependent on the structure of networks of actors and arrangements between them at the local level. A theoretical grid of local governance is used and applied in five Local Action Groups (LAGs) in France, Lithuania and Spain. To foster innovation with the LEADER programme, three conditions are important: the emergence of more shared decision‐making bodies, integration of civil society actors into strategic political thinking, and the need for strong local territorial engineering to serve innovation. El artículo muestra que los efectos positivos esperados en términos de innovación en el marco del programa LEADER dependen estrechamente de la estructura de las redes de sus agentes y de los acuerdos entre ellos a nivel local. Se utiliza y aplica un cuadro teórico de gobernanza local en cinco Grupos de Acción Local (GAL) de Francia, Lituania y España. Existen tres condiciones importantes para fomentar la innovación con el programa LEADER: la aparición de más órganos de toma de decisiones compartidas, la integración de los actores de la sociedad civil en el pensamiento político estratégico y la necesidad de una fuerte ingeniería territorial local al servicio de la innovación. 本稿は、LEADERプログラムの下でのイノベーションにおいて期待される正の効果が、アクターのネットワークの構造と地域レベルでのアクターの配置に強く依存することを示す。地方自治の理論グリッドを、フランス、リトアニア、スペインにおける5つのローカル・アクション・グループ (Local Action Group:LAG)に適用した。LEADERプログラムによるイノベーションを促進するには、より多くの参加者による共有意思決定 (shared decision‐making)組織の出現、市民社会アクターの政治に関する戦略的思考への統合、イノベーションを生み出す地域の土地工学のニーズ、以上の3つの条件が重要である。
