Cuban private entrepreneurship – from periphery to key sector of the economy in tourism‐oriented market socialism

Abstract: The aim of this article is to explore shifts in the role of Cuban private sector within the broader context of tourism economies. Based on ethnographic data collected on two types of private businesses offering their services to tourism—rooms for rent and dance schools—we explore how this formerly peripheral sector of the economy became key in the period of Cuba's transition to market socialism. We explore processes of its internationalization and professionalization while it remains heavily informed by subsistence economies and navigates through shifting regulations of the ideologically socialist state. El objetivo de este artículo es explorar los cambios en el papel del sector privado cubano dentro del contexto más amplio de las economías del turismo. A partir de datos etnográficos recogidos sobre dos tipos de empresas privadas que ofrecen sus servicios al turismo, las habitaciones de alquiler y las escuelas de baile, se explora cómo este sector, anteriormente periférico de la economía, se convirtió en un sector clave en el período de transición de Cuba hacia el socialismo de mercado. Se exploran los procesos de su internacionalización y profesionalización, a la vez que se mantiene fuertemente informado por las economías de subsistencia y navega a través de las regulaciones cambiantes de un estado ideológicamente socialista. 本稿の目的は、広義の観光業経済のコンテキストにおけるキューバのプライベートセクターの役割の変化を探索することである。賃貸業とダンススクールという、観光業にサービスを提供する2つのタイプのプライベートビジネスに関して収集したエスノグラフィックデータを基に、かつての経済の周辺セクターが、キューバの市場社会主義への移行期にはどのように重要になったのかを探索する。また、キューバが自給自足経済に非常に良く精通したまま、イデオロギー的には社会主義の国の規制の変更を切り抜ける、インターナショナリゼーションとプロフェッショナリゼーションの過程を調査する。
