The Etna macro‐region between peripheralization and innovation: Towards a smart territorial system based on tourism

Abstract: This article offers an initial exploratory analysis of some promising agents and innovative practices for a long‐term strategy of sustainable, inclusive and smart territorial development for peripheral areas in the Etna macro‐region. It aims to scrutinize the potential role of tourism and local entrepreneurship with a view to implementing a territorial approach to a smart specialization strategy. Mostly based on statistical analysis and a critical review of literature, the paper gives an overview on strengths and weaknesses of some existing rural cluster initiatives of innovation, which are of interest to implementing a tourism‐centred smart specialization that aims to combine tourism diversification and sustainable development. Both the promising and problematic side of the concept of smart specialization are discussed and some policy implications for realizing tourism innovation in accordance with the need to draw up an alternative policy agenda for the development of peripheral areas are suggested. Este artículo ofrece un análisis exploratorio preliminar de algunos agentes prometedores y prácticas innovadoras para una estrategia a largo plazo de ordenación territorial sostenible, inclusiva e inteligente para las zonas periféricas de la macrorregión del Etna. El objetivo fue analizar el papel potencial del turismo y del espíritu emprendedor local con vistas a aplicar un enfoque territorial a una estrategia de especialización inteligente. El artículo está basado principalmente en un análisis estadístico y una revisión crítica de la literatura y ofrece una sinopsis de las fortalezas y debilidades de varias iniciativas de innovación de conglomerados (clusters) rurales existentes, que son de interés para la implementación de una especialización inteligente centrada en el turismo, cuyo objetivo es combinar la diversificación del turismo y el desarrollo sostenible. Se discuten tanto el aspecto prometedor como el problemático del concepto de especialización inteligente y se sugieren algunas implicaciones políticas para hacer realidad la innovación turística, de acuerdo con la necesidad de elaborar una agenda política alternativa para el desarrollo de las zonas periféricas. 本稿では、エトナ山のマクロ地域の周辺地域の、持続可能で、包括的かつスマートな地域発展を目指す長期的ストラテジーのための、いくつかの有望な手段およびイノベーションの実践の初めての探索的分析を行う。地域のスマート・スペシャリゼーション戦略へのアプローチを実践することを目的とした、観光業と地域のアントレプレナーシップの潜在的な役割を詳細に検討することを目的とする。本稿は、主に統計解析と文献の批評的レビューに基づき、観光業の多角化と持続可能な発展を組み合わせることを目指した観光業を中心とするスマート・スペシャリゼーションの実践にとって重要である、実際の農村部クラスタのイノベーションへの取り組みの長所と短所を概説する。スマート・スペシャリゼーションの概念の有望な側面と問題的な側面の両方を考察し、周辺地域の発展のための新しい政策アジェンダを作成する必要性と一致した観光業のイノベーションの実現のための政策的意義を提示する。
