Regional funding and regional inequalities in the Brazilian Northeast

Abstract: This paper investigates the impacts of a very important credit policy in Brazil called Northeast Financing Constitutional Fund (FNE in Portuguese) using a dynamic and inter‐regional computable general equilibrium model calibrated for 2013. Simulations were carried out based on FNE investment data for 2014 and 2015, allowing for isolation of the effect of the funding on macro regions. Results indicate that FNE expenditures between 2014 and 2015 would increase Northeast GDP by 3.51% by 2025. Estimates show a 0.46% decrease in regional inequality among Northeastern states measured by regional GINI. Results are compatible with the objectives of the fund, although the total effects, mainly on regional inequality, are quite modest. Este artículo investiga los impactos de una política de crédito muy importante en Brasil llamada Fondo Constitucional para el Financiamiento del Nordeste (FNE), para lo cual usa un modelo de equilibrio general computable dinámico e interregional calibrado para 2013. Se realizaron simulaciones basadas en los datos de inversión del FNE para 2014 y 2015, lo que permitió aislar el efecto de la financiación en las macro regiones. Los resultados indican que los gastos del FNE entre 2014 y 2015 aumentarían el PIB del Nordeste en un 3,51% para 2025. Las estimaciones muestran una disminución del 0,46% en la desigualdad regional entre los estados del Nordeste, medida por el GINI regional. Los resultados son compatibles con los objetivos del fondo, aunque los efectos totales son bastante modestos, principalmente en la desigualdad regional. 本稿では、2013年に調整した動学的地域間計算可能一般均衡モデルを用いて、ブラジルの重要な金融政策である、Northeast Financing Constitutional Fund(FNE)の影響を検討する。FNEの2014年と2015年の投資データを基にシミュレーションを行い、マクロ地域に対するFNEの影響を取り出す。結果から、2014年から2015年のFNEの歳出は、2025年までに北東部のGDPを3.51%上昇させることが示される。推計から、地域のジニ係数の測定によると、北東部の州間の格差が0.46%減少する。特に地域間格差など、全体的な効果はかなりわずかなものであるが、結果はFNEのの目的に適ったものである。
