Territorial capital in local economic endogenous development

Abstract: This paper aims at describing the concept of territorial capital, understanding its importance, originality and limitations in local economic endogenous development. After providing a critical review of this concept, a qualitative analysis conducted in a province of the South of Italy attempts to illustrate the nature and operation of territorial capital through the lens of small firms' owners and managers. The analysis reveals that the valorization of territorial capital is a factor of competitiveness which is also able to generate non‐economic values. However, not all places have the right preconditions to trigger a process of endogenous development effectively. In such cases, a more integrated approach, which combines both endogenous and exogenous forces, and targets complementary elements of territorial capital at the same time, is required to uncap the local development potential fully. Este artículo tiene por objeto describir el concepto del capital territorial, comprender su importancia, su originalidad y sus limitaciones en el desarrollo económico endógeno local. Después de examinar críticamente este concepto, se realizó un análisis cualitativo en una provincia del sur de Italia para tratar de ilustrar la naturaleza y el funcionamiento del capital territorial visto a través del prisma de los propietarios y gestores de pequeñas empresas. El análisis revela que la valorización del capital territorial es un factor de competitividad que también es capaz de generar valores no económicos. Sin embargo, no todos los lugares tienen las condiciones previas adecuadas para desencadenar eficazmente un proceso de desarrollo endógeno. En esos casos, se requiere un enfoque más integrado, que combine tanto las fuerzas endógenas como las exógenas y que se centre al mismo tiempo en los elementos complementarios del capital territorial, para aprovechar plenamente el potencial de desarrollo local. 本稿は、地域経済の内生的発展における地域資本の概念を説明し、その重要性、独創性および限界を解明することを目的とする。この概念の批判的検討を行い、それに続いて、イタリア南部のある州で定性的分析を実施し、小規模企業の所有者及び経営者の視点からの領土資本の性質と運営の説明を試みる。分析から、地域資本の価値化は、非経済的価値を生み出すことができる競争力の要因であることが分かる。しかし、すべての場所が、内生的発展の過程を効果的に引き起こすための適切な前提条件を備えているわけではない。このような場合、地域の潜在的な開発能力を十分に引き出すためには、内生的な力と外生的な力の両方を組み合わせ、同時に地域資本の補完的な要素を目標とする、より統合されたアプローチが必要である。
