Agencies, scales and times of path creation: The case of IoT in Toulouse

Path creation for regional diversification is a hot topic on economic geography. This paper seeks to contribute to these debates in three ways. First, by adopting a micro‐perspective to study the structure of agency distribution (multi‐actor). Second, by opening the regional scale and analysing the ways in which local and non‐local factors are combined in path creation processes (multi‐scalar). Third, by integrating past legacies and future expectations in the actors of change decisions (inter‐temporal). To do so, the paper studies the path creation process around Internet of Things industry in the region of Toulouse (France).
