Reindeer husbandry as a basic sector of the traditional economy of indigenous ethnic groups: Present and future

Abstract: This paper deals with the importance of reindeer husbandry for the livelihood of indigenous peoples of the Russian Arctic and its economic, social and ethnic role. The aim of the study is to analyse the state of reindeer herding, identify priority problems that hinder its development and justify a system of measures to help overcome them. A retrospective analysis of the state of reindeer herding has been carried out (1991–2019). The reasons influencing the dynamics of growth of public and private livestock during the post‐Soviet period were identified. The priority issues to be resolved for the further development of reindeer herding have been addressed: enabling entrepreneurs to develop; the use of special measures aimed at a gradual reduction of the number of livestock; the prevention of conflicts between companies in the extractive industry and indigenous ethnic groups. Este artículo trata de la importancia de la cría de renos para el sustento de los pueblos indígenas del Ártico ruso, junto a su función económica, social y étnica. El objetivo del estudio es analizar la situación del pastoreo de renos, identificar los problemas prioritarios que obstaculizan su desarrollo y justificar un sistema de medidas para ayudar a superarlos. Se realizó un análisis retrospectivo (1991‐2019) de la situación del pastoreo de renos. Se identificaron las razones que influyen en la dinámica de crecimiento de la ganadería pública y privada durante el período posterior al período soviético. Se abordaron las cuestiones prioritarias que es necesario resolver para el desarrollo ulterior del pastoreo de renos: la habilitación de los empresarios para que puedan desarrollarlo, el uso de medidas especiales encaminadas a la reducción gradual del número de cabezas de ganado, y la prevención de conflictos entre las empresas de la industria extractiva y los grupos étnicos indígenas. 本稿は、ロシア北極圏の先住民の暮らしにおけるトナカイ牧畜の重要性とその経済的、社会的および民族的役割について述べる。本研究の目的は、トナカイの放牧の状態を分析し、その発達を妨げる主な問題を特定し、それらを克服するための対策システムについて述べることである。トナカイの放牧の状態に関する後向き分析が行われている(1991~2019年)。ソ連崩壊後の公的および民間畜産業の発展の動向に対する影響となる原因を特定した。起業家が成長することを可能にする、家畜の頭数の漸減を目的とした特別措置の使用、資源採取産業の企業と先住民族の争いの防止など、トナカイの放牧がさらに発展するために解決すべき主要な問題を検討する。
