 Sustainable public procurement in Portugal: The case of two public school canteensSofia Bizarro and Maria de Fátima Ferreiro Regional Science Policy & Practice, 2022, vol. 14, issue 3, 560-574 Abstract: In recent years, numerous opportunities have been created to encourage new integrated approaches to sustainable food programs in many sectors, namely education. The critical role played by the State and public policies in the transition toward a more sustainable food system is at stake in the case of public procurement. Having this in mind, this paper explores the emergence of innovative procedures of public procurement in the canteens of Portuguese public schools. After consideration of the evolution of European and Portuguese normative framework regarding this subject, this paper presents a synthesis of the Government database on the public procurement of school food, and two case studies corresponding to two distinct territories where local public administration innovated in terms of public procurement in food preparation. This paper presents the main challenges, barriers and opportunities involved in the inclusion of qualitative criteria in public contracts of acquisition of goods and services, considering social, environmental, and ethical dimensions. Our findings suggest that, in the Portuguese case, and despite the many efforts to actively encourage the use of green and sustainable procedures in the canteens of public schools, the effective realization on the ground is uneven. En los últimos años se han creado numerosas oportunidades para fomentar nuevos enfoques integrados de programas alimentarios sostenibles en muchos sectores, concretamente en el de la educación. En el caso de la contratación pública está en entredicho el papel fundamental que desempeñan el Estado y las políticas públicas en la transición hacia un sistema alimentario más sostenible. Teniendo esto en cuenta, este artículo explora la aparición de procedimientos innovadores de contratación pública en los comedores de las escuelas públicas portuguesas. Teniendo en cuenta la evolución del marco normativo europeo y portugués en esta materia, este artículo presenta una síntesis de la base de datos del Gobierno sobre la contratación pública de la alimentación escolar, y dos estudios de caso correspondientes a dos territorios distintos en los que la administración pública local introdujo innovaciones en materia de contratación pública en la preparación de alimentos. Este artículo presenta los principales retos, barreras y oportunidades que conlleva la inclusión de criterios cualitativos en los contratos públicos de adquisición de bienes y servicios, teniendo en cuenta las dimensiones sociales, medioambientales y éticas.
