 A new planning instrument for urban development in Hungary: The modern cities programDávid Fekete Regional Science Policy & Practice, 2022, vol. 14, issue 4, 740-758 Abstract: Urban development has gained increasing momentum in governmental development policies of the past few decades throughout the Central and Eastern European region. Analyzing a new instrument of Hungarian spatial policy (Modern Cities Program), the paper shows a new initiative of a Central and Eastern European country in the field of urban development. The analysis shows the role of the program in European and domestic regional development policy, its impact on financing infrastructural developments in Hungarian urban areas, and the structure of the projects of the Modern Cities Program. Due to its sizable budget and philosophy, the Modern Cities Program is clearly unrivaled by development programs of the past century of Hungarian regional development. The program with its philosophical grounding in the still not defunct French étatist, dirigiste tradition typical of the 1960s shows a number of similarities to the latter in terms of its applied tools and methods, such as the system of planning contracts, centralized financing, and decision‐making. Conversely, there is no evidence to support the interpretation of the program as a novel urban development regime, as underlined by the absence of widespread social involvement in the conceptualization of development objectives. Economic development is at the forefront of the program, with industrial and economic development‐related measures affecting each participating city. 中欧及び東欧地域全体で、過去数十年間の政府の開発政策により、都市開発の勢いが増している。ハンガリーの新しい空間政策の手法(Modern Cities Program)を分析し、中欧及び東欧の各国の都市開発における新しいイニシアチブを示す。分析の結果から、欧州及び各国内の地域開発政策における開発計画の役割、ハンガリーの都市地域におけるインフラ開発の資金調達への影響、およびModern Cities Programのプロジェクトの構造が示された。Modern Cities Programは、多額の予算と理念があり、過去100年におけるハンガリーの地域開発計画とは比類の無いものである。1960年代に典型的であった、いまだ廃れていないフランスの国家主義と統制経済の伝統の哲学に根ざしたこのModern Cities Programは、計画の契約のシステム、中央集権的な資金調達、意思決定などの、適用されているツールや方法において、後者と多くの類似点がある。逆に、開発の目標の概念化にける社会の広範な関与が欠如していることから強調されるように、このModern Cities Programを新しい都市開発レジームとして解釈することを支持するエビデンスはない。経済開発がこのプログラムの中心であり、産業・経済開発関連の施策が参加する各都市に影響を与えている。 El desarrollo urbano ha cobrado cada vez más importancia en las políticas gubernamentales de desarrollo de las últimas décadas en toda la región de Europa Central y Oriental. Mediante el análisis de un nuevo instrumento de la política espacial húngara (Programa de Ciudades Modernas), este artículo muestra una nueva iniciativa de un país de Europa Central y Oriental en el ámbito del desarrollo urbano. El análisis muestra el papel del programa en la política europea y nacional de desarrollo regional, su impacto en la financiación de infraestructura en las zonas urbanas húngaras y la estructura de los proyectos del Programa de Ciudades Modernas. Debido a su considerable presupuesto y a su filosofía, el Programa de Ciudades Modernas no tiene parangón con los programas húngaros de desarrollo regional del siglo pasado. El programa, con su base filosófica en la todavía no desaparecida tradición dirigista francesa estatista, típica de la década de 1960, muestra una serie de similitudes con esta en cuanto a las herramientas y métodos aplicados, como el sistema de contratos de planificación, la financiación centralizada y la toma de decisiones. Por el contrario, no hay pruebas que apoyen la interpretación del programa como un régimen de desarrollo urbano novedoso, como lo subraya la ausencia de una amplia participación social en la conceptualización de los objetivos de desarrollo. El desarrollo económico está a la cabeza del programa, con medidas relacionadas con el desarrollo industrial y económico que afectan a cada ciudad participante.
