Do polycentric patterns influence the economic performance of municipalities? Empirical evidence from Russia

Abstract: Matters of post‐transitional development in the Russian Federation are closely associated with inequalities both within and across its regions. This paper aims to assess the variance in the volume of production at the municipal level and find out how it depends on municipal‐level determinants and polycentric regional structure. Our study uses data from 2,271 municipalities including 19,612 urban and rural settlements in 2019. Hierarchical models distinguished intraregional and interregional effects and showed that investment and polycentricity positively affect production volume. Our findings improve our understanding of variance in the economic performance of municipalities. Las cuestiones del desarrollo postransicional en la Federación Rusa están estrechamente relacionadas con las desigualdades tanto dentro de sus regiones como entre ellas. El objetivo de este artículo es evaluar la variación en el volumen de producción a nivel municipal y averiguar cómo depende de los determinantes a nivel municipal y de la estructura regional policéntrica. Nuestro estudio utiliza datos de 2.271 municipios que incluyen 19.612 asentamientos urbanos y rurales en 2019. Los modelos jerárquicos distinguieron entre efectos intrarregionales e interregionales y mostraron que la inversión y la policentralidad afectan positivamente al volumen de producción. Estos resultados mejoran la comprensión de las diferencias de los resultados económicos de los municipios. ロシア連邦におけるソ連崩壊後の発展問題は、地域内および域内全体の不平等と密接に関連している。本稿では、自治体レベルでの生産額のばらつきを評価し、それがどのように自治体レベルの決定要因とポリセントリックな地域構造に依存しているかを解明する。本研究は、19,612の都市型集落と農村集落を含む2,271の自治体の、2019年のデータを使用した。階層モデルにより地域内に影響と地域間の影響が区別され、投資とポリセントリックな構造が生産額に正の影響を与えることが示された。今回の知見は、自治体の経済パフォーマンスのばらつきの理解を進めるものである。
