Social justice and migrant children: Exploring the design and implementation of education policies for migrant children in China

Abstract: Drawn from 14 educational policy documents and 26 interviews with educators of internal migrant children in China, this paper examines the design and implementation of educational policy for Chinese internal migrant children in the past three decades through the theoretical lens of social justice. Taking Guiyang city as the focus, this study demonstrates that educational policy and provision for migrant children are part of an evolving process impacted by interrelations between issues, such as the hukou system, (lack of) government funding and tensions between central and local governments. Although migrant children increasingly have access to improved opportunities, their outcomes remain poor relative to their peers from urban areas. New policies aiming to mitigate the disadvantages of migrant children are needed. En este artículo se parte de 14 documentos de política educativa y 26 entrevistas con educadores de niños migrantes internos en China para examinar el diseño y la aplicación de la política educativa para los niños migrantes internos chinos en las últimas tres décadas, a través de la lente teórica de la justicia social. Tomando la ciudad de Guiyang como centro focal, este estudio demuestra que las políticas y la prestación de educación a los niños migrantes forman parte de un proceso en evolución en el que influyen las interrelaciones entre cuestiones como el sistema hukou, la financiación gubernamental (o su falta) y las tensiones entre los gobiernos central y local. Aunque los niños migrantes tienen cada vez más acceso a mejores oportunidades, sus resultados siguen siendo inferiores en comparación con los de los niños de las zonas urbanas. Se necesitan nuevas políticas destinadas a mitigar las desventajas de los niños migrantes. 本稿では、教育政策に関する14件の文献と中国の国内移民の子供の教育者を対象とした26件のインタビューから、社会正義の理論的見地より、過去30年間における中国国内移民の子供のための教育政策の設計と実施状況を検討する。本研究は、貴陽市を例に、移民の子供に対する教育政策と教育提供が、戸口 (hukou)登記管理制度、政府資金 (の欠如)、中央政府と地方政府の緊張した関係などの問題の相互関係に影響を受ける、進化の過程の一部であることを示した。移民の子供たちは以前よりも良好な機会を得るようになっているが、彼らの成果は都市部の子供たちと比較すると依然として乏しい。移民の子供たちの不利益を軽減するための新しい政策が必要である。
