Abstract: European recovery after the II World War would not be possible without European Recovery Program (EPR), widely known as the “Marshall Plan”. In his speech delivered at the Harvard University on June 5, 1947, the Secretary of State George Catlett Marshall, invited America to stretch a hand of help to Europe. He accentuated that the US foreign policy should be “directed not against any country or doctrine but against hunger, poverty, desperation, and chaos”. By the end of the Second World the War, economic, social, and political disintegration of Europe was almost imminent. Not only the physical infrastructure of almost every country in Europe was devastated, but the morale of people was extremely low.
