Abstract: Since the National Forest Administration-ROMSILVA was established in 1990, its responsibilities were to protect the forest from erosion and other forms of degradation by the implementation of torrent correction projects. The National Forest Administration-ROMSILVA is involved in almost all phases of watershed management projects (funding, design, implementation), with a focus on the implementation phase. In terms of funding, the main source was the state budget. The funding between 1990-2011 varied from year to year, with a general decreasing trend noticed in the last 8 years, and proved to be insufficient to cover the needs of defense projects against flash floods. The financing gap was temporarily covered by foreign loans contracted by the Romanian State from the European Investment Bank and the Council of Europe Development Bank. Comparison made with projects undertaken in the past and today, emphasizes a trend of decreasing quality, in regards to the design and the execution of the projects. The number of research projects in this field declined sharply after 1990. All parties benefiting from watershed management should involve in addressing these issues by increasing the funds together with the resumption and continuation of research in the field of hydrology, updating normative design and monitoring projects in the field, to incorporate both legislative developments and latest research results from our country and abroad.
