Abstract: This book report is critical of a recent white paper produced by IHS Global Insight for the DOT/ Maritime Administration. It does not argue the fundamental concept that it is important that our nation maintain the health of its maritime sector for purposes of national security - rather it criticizes some of the white paper's premises, oversights and recommendations.
