Abstract:
There are different theoretical approaches giving an answer to the question mentioned above. But these approaches - especially the theory of integration, the concept of production costs and the institutional competition approach - fail to explain some important phenomena.Based on the normative individualism two criteria are developed to analyze the harmonization issue: legitimation and the possibility to finance. Collective action is legitimated if there is common support of all individuals in a hypothetical or implicit contractarian situation. The criterion possibility to finance is fulfilled if an actor having agreed to the production of a collective good is not able to withdraw his ressources. It can be shown that avoiding harmonization of the national Health Care Systems in the EU is a better solution from this point of wiew.
