Abstract: In 1975, Helmut Gröner published his seminal „Habilitation” thesis, programmatically entitled „The Order of the German Electricity Industry”. His treatise provided the very first conclusive theoretical blueprint for the transition from a system of comprehensively monopolized and regulated public utilities to a competitive electricity market in Germany. While Gröner’s main ideas may have become conventional wisdom among economists today, they were years, if not decades ahead of the academic and political Zeitgeist which prevailed at that time. In recent years, however, there are auspicious indications of a fundamental change of energy policy along the lines of Helmut Gröner’s then revolutionary concept.
