Abstract:
German public broadcasting is in a deep crisis: bribe money, covered advertising, bad corporate governance, inefficient management and a debate about the new broadcasting fee brought the whole system of public broadcasting under pressure. This article discusses the main problem areas of public broadcasting and argues that the reasons for this mess are a lack of regulatory policy, wrong incentives and the absence of competition. Further on, several proposals of reform are being discussed.
