Die Nationale Industriestrategie 2030: Eine kritische Diskussion

Abstract: We analyse the National Strategy for Industry, which has been published in February 2019 by the German Federal Minister for the Economy. The strategy attempts to strengthen vertical industrial policy in Germany. We argue that there is little theoretical and empirical justification to be found in the literature for this particular strategy. In particular, the instruments proposed by the administration are characterised by a bad fit for the German model of the economy, which emphasises the importance of small- and medium-sized, as well as family-owned businesses. The strategy needs unrealistically good and unbiased decision-makers in the administration. It would be a reasonable alternative to revitalise the principles of Ordnungspolitik, i. e. to foster entry, exit and the intensity of competition.
