Abstract:
Goetz Briefs’ concept of marginal ethics is frequently quoted but rarely used in a broad context. The following article argues that the process of change in marginal ethics and the resulting formation of interest groups give rise to approaches to a theory of institutional change. In this context, Briefs’ critical examination of institutional development in the industrialized nations not only appears to be of astonishing topicality, but his work also offers links to the modern theory of institutional change by Douglass C. North.
