Abstract:
The German hospital sector is characterised by a high degree of regulation. Locations, capacities, services ranges, number of cases and prices do not result from free market coordination, but from governmental administrative planning. At the same time the introduction and strengthening of competition has been subject to health care reforms for a long time. Since the introduction of the DRG this topic has not been taken up again. However, there is still no competition on German markets for health care services. As an explanation approach for this discrepancy the difference in the understanding of competition is discussed in the paper presented. Instead of free market coordination, guaranteeing (entrepreneurial) freedom of action, German health policy refers to planned economy regulation.
