Abstract: The German monopoly commission, an official regulatory authority, recommends to enhance competition in the health insurance market, in particular with respect to private health insurance. The author reviews the commission’s arguments as well as the criticisms voiced against them. He demonstrates how the portability of risk-adjusted old-age provisions may enable clients to change from one providing insurance company to another. The concern that this would be beneficial only for those switching their provider but detrimental for the remainers turns out to be unfounded.
