Abstract: Industriepolitik verlangt dem Staat nicht nur strategische Ziele, sondern auch organisatorische Umsetzungskraft ab. State capacity, verstanden als Fähigkeit der Verwaltung zur effektiven Implementierung, ist eine wesentliche Voraussetzung für den Erfolg industriepolitischer Maßnahmen. Aufbauend auf organisationsökonomischen Konzepten argumentieren Philipp Barteska und Florian Englmaier, dass Motivation, klare Verantwortlichkeiten und reduzierte Koordinationskosten die Wirksamkeit des staatlichen Handelns erhöhen können. Ob Industriepolitik erfolgreich ist, wird damit zu einer Frage administrativer Leistungsfähigkeit – und nicht bloß technischer Instrumente.
