Abstract:
How is a successful revitalization of the Ruhr area possible? Recent proposals to implement a special economic zone in the Ruhr area outline both the potential and the limits faced by structural policy in facilitating the economic revitalization of this region. While its structural adjustment has seen considerable progress during the last decades, its economic prosperity has continuously fallen behind other German regions. Therefore we advocate a policy approach that relies more on competition and private initiative in facilitating structural change than in the past.
