Abstract:
Policy networks as instruments for the harmonisation of cross-border economic areas? The example Luxembourg and the Greater Region. Based on a social network analysis and qualitative interviews, the paper analyses the specific organisational structure of the policy network on crossborder public transportation for the coalescing process of the Greater Region. The paper argues for a more actor-oriented perspective within the structure-dominated policy network analysis to better understand interests among policy actors and thus suggests employing insights from the new institutional economics.
