Abstract:
Control systems are viewed typically as a brake for the organisational learning. In true, it?s most complex. In this context, this article tries to bring a more comprehensive approach to Kloot?s research (1997). It notably states through an analysis grid the impact of monitoring tools on the questioning of organizational methods and objectives. The chosen viewpoint in this research ? a local community ? focuses on the political aspects. It particularly takes into account the influence of elected politicians, as their role is predominant on the rationality and the continuity of monitoring tools.
