Abstract:
The aim of this article is to examine the cross impact of unemployment allowance reforms within the framework of a matching exogenous employment destruction model structured to factor in different allowance levels. It considers the complementary features of three independent instruments of employment policy: two instruments for the amounts associated with the two allowance brackets and one instrument for the average period over which the highest allowance is paid. Analysis of the complementary features of allowance policies suggests that these depend on matched instruments. The explicit inclusion of the cost of promoting employment has a significant impact on welfare. Introduction of a minimum wage in the analysis radically changes the conclusion of the model, particularly in terms of welfare.
