Abstract:
This article examines whether the introduction of a universal allowance could reduce both unemployment and inequalities. The presence of a universal allowance leads to a more progressive tax system, thus reducing the wage pressure exerted by employees in wage bargaining. The quantitative impact, however, depends on the precise way in which the universal allowance replaces the minimum wage.
