Abstract:
In this paper, the author have argued that what matters for development is learning and, more broadly, technical progress and a developmental transformation. He has focused on a simple model of learning with a single factor of production (labor) and has emphasized cross-sector learning spillovers. He provides both a case for industrial policies and the essay of an analysis of the optimal design for such policies.
