Le Système énergétique agri-territorial: les bioénergies comme outil de développement local

Abstract: Biomass is a high potential energy source and its development has been one of the primary objectives of the ?Grenelle de l?Environnement? (a large negotiation process around environmental issues which took place in 2007 in France). Among the projects emerging today in France, we bring out two types of logics: on the one hand, large-scale ones such as electricity power plants or biofuel production and on the other, smaller, local-level initiatives, launched in rural areas. In this article, we lay and illustrate the bases of the Agri-Territorial Energy System (ATES). The ATES was inspired by the Local Productive Systems and the Localized Agri-food Systems and this concept was set up with analyses of local-level projects of biomass energy production. ATES offers two specificities: first, strong local rooting and second, organizational innovation process between multi-stakeholders. The concept is illustrated by two case studies: the miscanthus project in Ammerzwiller (region of Alsace) and the ?Bois Bocage Énergie? project in the department of Orne (region of Basse-Normandie). These examples will eventually bring up an important point: the multifunctional dimension of the SEAT.
