Abstract:
In several medium-sized cities from the southwest area of France (Bayonne-Biarritz, Pau, Albi et Castres), we observe a substantial growth of technology-based services linked to industry. This process can be interpreted as a global shift of their industrial systems, which slowly adapt themselves to metropolitan standards of innovation production. In each city, a specific combination of factors participate to the development of local innovation systems based, firstly, on their local industrial markets, but which are also, secondly, impulsed by political actions, personal relations and ties. As a result, it shows the connection of these urban areas to global knowledge and information flows that they contribute to structure and influence.
