Un tournant discret: la production de logements sociaux par les promoteurs immobiliers

Abstract: The issue of social housing production is frequently put at the top of the French political agenda. Based on the housing sector stakeholders, this article sheds light on one main evolution of the sector. Emphasis is thus put on a quiet ? but key ? turn of housing production policies : the increasing role of real estate developers in the production of social rented housing. This evolution, which is far from being only technical, stems from local and national political claims and from the current situation of tight housing markets. Several kinds of sectorial effects of this turn have been identified. First of all, it leads to a reconfiguration of real-estate developers? professional practices. Then it affects the housing construction political regulation at local level. And finally we show that it has wider social and urban effects.
