Abstract:
Using the analytical frameworks of the sociology of organised action, this paper highlights the concrete games of actors that are structured around the processes of transformation of agricultural land use, at the boundaries between urban and rural in the periphery of Ile-de-France. These transformations are far from being entirely determined or prevented by the urban planning instruments, whose main objectives are nowadays to reduce urban sprawl and urbanisation of agricultural land. Main transformations concern economic activities, environmental projects, or the restructuring of agricultural sectors, as much as new housing production. Some even take place without changing the zoning of the plans, in a processual manner. In a context where planning documents are unstable, regulation of transformations in the use of agricultural land is characterised by intense land negotiations, both upstream and downstream of projects and modifications of urban planning documents. Public and private actors play with the rules of planning documents. The effective possibilities for transforming the use of agricultural land are nevertheless limited. However, this situation is not going without problems, limiting the possibilities of development of small peri-urban municipalities, generating conflicts in a context of the lack of constructible land, and postponing transformations beyond regional boundaries.
